TheCurriculumCouncilrecognisesthatindividualstudents,undercircumstancesoutlinedinthispolicydocument,mayneedspecialexternalassessmentarrangementstoallowthemtodemonstratetheirknowledge,skillsandunderstandingswithincertainsubjects/courses. Theunderlyingprincipleofspecialprovisionsistoensurethatthemostappropriate,fairandreasonablearrangementsandoptionsareavailableforstudentstodemonstratetheircapabilitieswheretheirexternalassessmentisaffectedbyillness,impairmentorpersonalcircumstances.
StudentswhoareeligibleforspecialprovisionsarenotexemptfrommeetingtherequirementsforaWesternAustralianCertificateofEducation(WACE),orfrombeingassessedinacourse.
Inconsideringtheeligibilityforspecialprovisions,theCurriculumCouncilismindfuloftheneedtobalancethecompetingdemandsofallowingstudentstodemonstratetheirknowledge,skillsandunderstandingswiththeneedtopreservetheacademicintegrityoftheassessmentprocess.

CurriculumCouncilAct(1977)Part312(2)(d)(i)and(ii)
ItisafunctionoftheCounciltoestablishandcarryintoeffectproceduresforassessmentofachievementofstudentsundertakingseniorsecondaryschooling,andtheproperconductofthatassessment,includingschoolandexternalassessmentforthepurposesofcertification;andensuringthecomparabilityofassessmentsofstudentachievement.
ThispolicyisestablishedinaccordancewiththeprovisionsoftheCommonwealthDisabilityDiscriminationAct1992asamendedin2005andtheassociatedDisabilityStandardsforEducation2005.
Principles
Theprinciplesthatunderpinthispolicyare:
1.Candidateswhosecapacitytoparticipateinatimedassessmentisadverselyaffectedinasignificantwaybyillness,impairmentorpersonalcircumstancesmaybeeligibletoaccessappropriate,fairandreasonablealternativearrangements.
2.AllWACEcandidatesundertakeassessmentundercomparableconditions. Anyspecialprovisionmustprovideequivalent,alternativearrangementsforstudents.
3.Thesameknowledge,understandingsandskillrequirements,andperformancestandardsareappliedtoallstudentswhetherornottheyaregrantedspecialprovisions.
4.Specialprovisionsdonotconferanadvantagetoanycandidateoverothercandidates.
5.Decisionsaboutacandidate'seligibilitytobegrantedspecialprovisionswillbeevidence-basedandmadebyacommitteeconvenedforthepurpose.
